Try actually watching the video. It's from a speech given in 1974 where Mr Welch *quotes* himself from a previous speech given in 1958. Everything after 3:10 is new material from his 1974 speech.

at 5:25 he mentions presiden Nixion... this was suppose to be in 1958 but Nixion didn't become president until 1969
